Catching up long after the fact.....

Those tax rates Yelnoc listed from 11/17/10 were pre-Fiscal Responsibility Act rates. The FRA rates have come into effect as of FY 2011. However the budget admittedly has not been updated to reflect the changes yet (but will soon I'm sure with the help of the new SoIA Wink)

Statute trumps the GM (usually Wink).
