Bush would have won it in 2004 had he not underperformed.

I think the 2004 election is about Kerry's under-performance not Bush's.



No Bush had far more room to go higher than Kerry ever did. Kerry performed about as well as he could hope for. Bush had far higher high's in polling than Kerry did as well.

If Bush hadn't blown it, a +5 victory instead of a +3 one would have been possible. Leads to NH, PA, WI flipping.
