The only problem I see is how exactly the Federal territories will fit into ANHA. Should they be placed into the nearest regions, or what? Also, it seems that the the territories are already covered under ANHA ("all individuals residing in Atlasia" in Section 1.a); there just doesn't seem to be a direct method of administration.

Well, under the status quo, that would mean that Atlasian citizens in Nyman/Territories get two systems of care. I would accept an amendment striking clause 2, if Nyman/Territories are already covered.
