In principle, I detest when Congress doesn't grant great leeway to presidential appointments.  I mean the people elected the President and as a result, who he chooses to fill positions with.

Unless there is a clear-cut reason why (other than philosophical differences), the appointments need to be confirmed routinely.

Wanna change some Senate rules.........make it harder to block/stall appointments.

Personally, I see a difference between using recess appointments to dodge a filibuster vs. dodging a confirmation vote altogether. IIRC most of W's and almost all of Reagan's were the latter type, particularly as requiring cloture hadn't become near standard procedure until January, 2007 "recently".

When one nominates such an utterly unqualified and/or extremist whack job they can't get a simple majority for a usually routine confirmation vote, then it's probably time to find a better nominee.
