A huge FF who was instrumental in turning the Democratic Party into the party of civil rights.  One of the best VPs ever.

Angry version: An epic FF in the 50's and early 60's.  HP as the VP, and especially in 968 (kudos for privately opposing the war in Vietnam, don't pretend to support it then!). Oh, and the tactics that he used to win the nomination in 68 were inexcusable.  I mean, he would've won anyway, but it was still despicable.  Bossism, not even running in the primaries, it all wreaks of being usurped by the establishment.  And he didn't even condemn the Chicago Police's tactics during the DNC.  He was okay during the 70's, but his record as VP and as the 68 candidate are a stain on his reputation.  

Intelligent, balanced version: An epic FF during his pre-Vice Presidency Senate years.  One who failed to see LBJ for the warmongering, power-hungry sleaze-bag that he was, and unfortunately proved too mentally/morally weak to stand up to him, failing to notice that the entire Democratic establishment was sucking him up via LBJ, until he had learned how to put his own views aside and tow the party line.  Too weak to openly break with Johnson as VP and in 68, and found himself suddenly relying on the same corrupt tactics of the establishment against which he ran in 1960.  Turned back somewhat into his old self in the 70's without fully repenting for his 65-69 years.  Should've given a stronger apology, but I still respect him greatly for his work both before and after his vice-presidency.

On the occasions he did stand up to Johnson, LBJ's petty reactions were to freeze him out. LBJ forbade Humphrey's staff from even speaking to him. What was he supposed to do to stand up to him? He could've resigned, I guess, but he wanted to be able to influence domestic policy. The worst decision the man ever made was to agree to be Johnson's runningmate.

Exactly, and I vote Neutral.

A fun fact: My uncle's brother-in-law is originally from Minnesota and is a strong (but rather conservative) Democrat, and I believe he met Vice President Humphrey some time back in the day.
