My Final Thread on Affirmative Action(last two were rushed).

Affirmative Action is a "just" policy despite what its conservative detractors often think. This is because most conservative claims about AA are either dead wrong, or clearly misleading. For example Affirmative Action does not lead to racial quotas unless a company was found to have engaged in discriminatory hiring practices, but conservatives will still claim that AA does lead to racial qoutas despite the evidence. Another false assertion relies upon the claim "Affirmative Action denies jobs to the most qualified"! This claim is false because it is the company who decides who is qualified for the job, and if they fail to hire a minority there is no punishment.

Lets review:
1) Affirmative Action does not create qoutas, and qoutas are only created if a company is found to have used disqcramitory hiring practices. Thus the policy of Affirmative action itself does not create qoutas.

2) Hiring is based off of qualifications and not race, hence the term qualified minority should be used. If a qualified minority cannot be found than than the company may hire a non-minority.(the company can hire whoever they want and if they fail to reach their own "goals" than their is no punishment).

After all of this I would like to ask two questions.
Where did conservatives get the idea that Affirmative Action creates qoutas?

I feel the last two were rushed, and not well thought out.

You're giving people who are minorities more preference. So it isn't an equal shot for the majority.
