Statement from the Divine Republic of Brazil on New England
The election of a catholic as Chairman of the Confederation of New England is a divine surprise. The previous governments were all some kind of rabid capitalist heretics and we can only hope that John Francis Fitzgerald will promote catholic teaching to bring New England in communion with our savior Jesus Christ.

Statement on the Russian Election

His Excellency wishes to warmly congratulate President Milyukov on his recent election, and the Russian people for conducting a most inspirational display of establishing a government that truly has consent from the governed. We look forward to having a positive relationship with the new administration.

Statement on New England leadership

The election of a catholic as Chairman of the Confederation of New England is a pleasant surprise. The previous governments represented nothing but blasphemy against our creator and we can only hope that John Francis Fitzgerald will promote the proper interpretation of the Bible and the true teachings of the Father, the Son, and the Holy Spirit.

Statement on Allegiance with Naples

His Excellency wishes to continue the alliance with Naples into the new century with increased strength and vigor. It is important to remain fiercely opposed to the imperialist and authoritarian French Republic and ideologically similar nations such as Brazil. His Excellency also wishes to open the door to a more established relationship with other, non-authoritarian potential opponents to France such as Scandavia or the U.K.  

Additionally, His Excellency praises King Francis of Naples for his calling for new parliamentary elections. The wishes of the people must always be honored and respected.

Statement on Relationships in the Americas

His Excellency would like to officially express interest in improving relations with the Americas for Trade and Defense purposes where it can justify doing so from an ideologically moral perspective. This includes strengthening existing relationships with Colombia as well as forming new alliances with parties that demonstrate distance from the French-Brazilian forces.

On the recognition of Queen Wilhelmina and the Succession Crisis

His Excellency recognizes Queen Wilhelmina as the sole claimant and rightful owner of the throne of Quebec. His Excellency suggests that leaders should focus on their home constituencies first and foremost. The King also applauds the Empress for being a symbol of women's enfranchisement and hereby formally offers her excellency a visit to the Spanish capital, and is open to a more formal allegiance.

On Qajar Iran:

His Excellency is gravely disappointed in the Qajari attempt to meddle in affairs on the American continent in a non-peaceful approach, calling the Shah a diplomatic joke. Iran has no right to interfere in a succession crisis that is literally on the opposite side of their country's location. His Excellency will be a fierce opponent to Iran moving forward, and will not maintain an embassy or any diplomatic staff in the country.


On the 1904 World Cup:

His Excellency supports the effort to have Mexico host the 1904 World Cup.
The Divine Republic of Brazil would like to remind the Holy Union of Spain that the only reason tbey won the civil war was because Brazil sent many volunteers to help their cause

We're not going to be called "autoritarian" by military thugs who are calling convention where they appoint a majority of the delegates.

After lengthy deliberations of cabinet, between the President and his counselors, and his appointed delegates, a draft of the proposed Constitution has been finished. President Arsenio Linares y Pombo has praised the draft as a "True liberty document" and a "uniquely Spanish system of Government". He looks forward to consideration of the draft by the Convention.

The Constitution of the Spanish Republic



Preamble

We, the Spanish nation, united into an exceptional family of peoples by common tradition, stewardship of the land, catholic faith, righteous foreign policy, and Republican virtues, and guided by the historic personages of our history, and wishing to establish Justice, Liberty, and Security, do hereby establish this Constitution for the Republic of the Spanish nation.

Article I: General Stipulations and Rights

The Spanish Republic is the indivisible, sovereign, and unified state of the Spanish people.

Spain is established as a democratic constitutional Republic, whereby all legitimate political power originates from the Spanish people, who are the supreme masters of the land. This is the inviolable foundation of the state.

The Constitution of the Spanish Republic is the supreme law of the land and the repository of the rights of the people, it is to this constitution and to these rights which all officers of state must swear allegiance.

The Capital of the Spanish Republic is the holy city of Madrid, the heart of the Spanish people.

The National Flag of the Spanish Republic is the image reflected at the top of this document. Any prior flag is hereby abolished and disavowed.

The State Language of the Spanish Republic shall be the Spanish language, and all state documents will be produced in this language. Local governments may petition to use documentation in local languages in addition to Spanish.

Catholicism is established as the official religion of the Republic, but the government shall make no law prohibiting the freedom to worship, publicly or privately, any other religion.

Freedom of Speech, Press, and Assembly, provided it is peaceful and does not speak falsehoods regarding the official religion or relating to Spanish foreign policy, will be protected rights.

The Right to bear arms without government restriction shall be a protected right.

The Right to be free from unreasonable searches and seizures in the absence of a search warrant is a protected right.

The Right to be innocent until proven guilty beyond a reasonable doubt, the right to a speedy trial, the right to trial by jury of the people, the right to be protected from double jeopardy, the right to have an attorney present at all stages of the proceedings, the right to not be forced to self-incriminate, the right to be protected from guilt by association, and the right to appeal the sentence directly to the President, shall be afforded to all accused of a crime.

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

The powers not delegated to the State by the Constitution, nor prohibited by it, are reserved to the people and their local governments.

Slavery is hereby constitutionally prohibited throughout the Republic, and punishable by Death.

Those convicted of crimes shall have freedom from Cruel or Unusual punishments, and the Death Penalty shall only be administered for the crimes of Murder, Rape, Treason or Slavery. All executions shall be by either Hanging or the Guillotine.

The Right to Vote freely, for the candidate or candidates of one's choice, shall be guaranteed  to all adult men and women over the age of 21, regardless of race or religion, provided they are not currently incarcerated.

The right of all Spaniards to equality before the law, regardless of gender, faith, ethnic background, wealth, or stratum, shall not be abridged.

Article II: Structure of Government

The Executive Branch shall consist of the President of the Spanish Republic. The President is the chief officer of the executive branch and the Head of State. The President will have manifold powers, duties, and responsibilities. The President shall be elected for a five year term. The first election shall be on the first Saturday in March, 1904, and subsequent elections shall be held on similar dates. The President shall be elected via a jungle primary method using instant runoff voting. The President will take office sixty days after their election. The current President as of this document's adoption will serve until an elected President is sworn in.

The Legislative Branch shall consist of the unicameral Congress of the Republic. The Congress shall consist of 800 representatives duly elected by the Russian people to thirty-month terms and shall possess manifold powers, duties, and responsibilities. The 800 representatives shall be allocated proportionately across the established cities and towns of the Republic, with each established city or town guaranteed at least one representative. Each city or town shall vote at-large for its representative(s). All candidates from all parties shall be on one ballot, with no primary election held, and the highest vote getters shall be victorious. The first election shall be held in October of 1901, or within thirty days after the adjournment of the Constitutional Convention, whichever is later, and the first term shall begin as soon as a quorum is present. Subsequent elections shall be held sixty days before term expiration, but no election shall be held on a Sunday.  Any midterm vacancy shall be filled by a prompt special election.

The Judicial Branch shall consist of all courts of law of the Spanish Republic and shall possess the role of arbitrating various disputes under the law and the constitution of the Republic. There shall be a High Court of the Spanish Republic, consisting of 9 justices. The High Court shall be appointed by the President, and confirmed by the legislature, for ten-year terms.

Article III: Powers, Duties, and Responsibilities

The President of the Republic is shall be responsible for leading the Republic, and is the chief officer of state. The President will be responsible for granting assent for laws passed by the legislature, and should the President not grant assent, it will require a two-thirds vote of the legislature to override his veto. The President shall be responsible for appointing a cabinet, consisting of the heads of government departments, who must be confirmed by the legislature. The President shall have discretion to appoint lower officials and advisors. The President shall have the power to sign treaties, though the Congress may invalidate his signature by a three-fifths vote. The President shall be the commander in chief of the armed forces, and be responsible for the appointment of senior military officers and for diplomatic matters where not otherwise stated. The President shall have the power to issue executive orders if no legislature exists, or if the legislature has elected to adjourn sine die.

The President may be removed from office by a three-fourths vote of the legislature.

If the President is removed from office, fatally hurt, or otherwise incapacitated, the Speaker of the Congress shall assume the office of Interim President, pending a special Presidential election within 90 days. The Interim President depends on the confidence of the Congress.

The Congress is responsible for proposing, debating, and passing legislation on various subjects. The Congress is responsible for determining the rate of collection and distributing revenues of state. The Congress shall be chaired by the Speaker, who is elected by the Congress itself, who will only vote in the event of a tie. Laws passed by the Congress and assented by the President may only be adjusted by a new Law of the Congress, or a decision of the Courts.

No single individual may possess multiple offices under this constitution simultaneously, nor serve as President for more than fifteen (15) cumulative years, nor as a member of Congress for more than fifteen (15) cumulative years, nor as a member of the high court for more than twenty (20) cumulative years.

Article IV: Local Government

The established cities and towns of this Republic shall have the right to self-governance provided all provisions of this document, all laws passed by the Congress and all decisions by the Courts are followed, and provided a republican form of local government is provided.

Article V: State of Emergency

In the case of a national emergency that threatens the integrity of the state or the lives of its people, the President may declare a State of Emergency, in which the President may govern absolutely by decree. After a period of 60 days, the Congress possesses the power to convene and to end the emergency by a majority vote. The President may also end the Emergency at any time.

During the period of Emergency, the High Court may decide to end the Emergency at any time.

Article VI: The Army and Navy

The military forces of the Spanish Republic shall consist of the Spanish Army and the Spanish Navy.

The Army and the Navy are the sword and shield of the Spanish Republic, of its security and territorial integrity, but also of the rights of the Spanish people and the Constitution of the Republic. The Army and Navy hold the sacred responsibility for the defense of the Constitution and the nation from enemies foreign and domestic.

Article VII: Amending the Constitution

The Constitution of the Spanish Republic may be amended by a two-thirds vote of the Congress.

We are close to an another third anti pope situation.

Brazil doesn't want an another schism.


WE would like to remind everyone that no pope Can be legitimately elected with the threat of violence. It has caused the Avignon papacy (the fact that the pope was elected with the threat of violence) and it's important WE all Come to an agreement without threatening anyone because otherwise the pope's legitimacy will be put under question

Treaty of Bogota (1903)

A Treaty between the Kingdom of France, the Divine Republic of Brazil, the Empire of Québec, the Commonwealth of New England, the Republic of Japan, and the Kingdom of Portugal, and, the British Union, New Holland, and the Holy Republic of Gran Colombia, putting an immediate end to the Colombian War.

PREAMBLE:

The signatories, sharing a common concern over the length and viciousness of the present conflict, its economic impact on the world, the hardships of civilians, and the lack of a decisive victory despite specific advantages, hereby agree to pursue an end to the war that acknowledges realities on the ground whilst seeking acceptable compromises.

They hereby agree to the following:

GENERAL:
• Complete cessation of all hostilities upon the agreement of all parties, to be followed by a ten-year non-aggression pact between both sets of signatories.
• The release of all prisoners of war, hostages, and other detained persons to their respective party, including dead bodies.
• A pledge from each party to not intervene in the domestic and internal affairs of each respective party.
• An investigation from the belligerents on the causes of the war, including but not limited to Colombian funding and supplying of subversive groups in Brazil before the outbreak of war, is conducted starting less than one year after the signing of this treaty.

ECONOMIC:
• Both sets of belligerents shall immediately end all naval blockades and work to restore submarine telegraphic cables.
• The Commonwealth of New England shall assume full responsibility for the unfortunate demise of Her Royal Highness the Princess Helen. Chairman Fitzgerald shall be turned over to an international tribunal in Zürich for trial as to his violations of the laws of war, details to be determined.
• Québec and New England will fully fund the reconstruction of all cities targeted by the explosions of August 1902, as well as aid and assistance to victims.
• Colombia’s share of the Panama Canal profits under the 1871 Treaty of Bogota is abrogated.
• The open and safe passage of Colombian citizens from the Philippines, Haiti and other ceded territories back to Colombia is guaranteed for five years.

TERRITORIAL:
The Holy Republic of Gran Colombia, while fully preserving its independence and autonomy, shall make the following concessions:
o The Pacific Colombian islands, with the exceptions of Easter Island and the Society and Austral Islands, and the Colombian Lesser Antilles to the Empire of Québec.
o Panama and part of the Peruvian highlands to the Divine Republic of Brazil.
o Colombian Malaya and the portion of New Guinea previously negotiated between New Holland and Colombia to New Holland.

Additionally, the following territorial changes will take place:
• The Republic of Japan shall annex the Philippines and Aceh.
• The Kingdom of France shall establish a protectorate in the island of Haiti.
• The Kingdom of France will annex the Panama Canal Zone and establish full control over the canal. The profits will be shared between Brazil and France.
• The Holy Republic of Gran Colombia will cease cooperation and collaboration with the Andean Free State and any other would-be rebels within present and new Brazilian borders.
• The Divine Republic of Brazil shall take possession of the Andean Free State.
• The Empire of Québec will annex Tierra del Fuego.
• A demilitarized zone of 2 km along the Peruvian border between Colombia and Brazil will be established.
• The Empire of Québec and the British Union will agree to status quo antebellum.
• The British Union shall annex the western half of Adirondack and the southern half of Fairfield County.
• Aside from these territorial changes, all belligerents will return occupied territory not previously mentioned.

OTHER:
• New England, Britain, and Québec fully recognize the present borders of North America and will not provide aid or assistance to any rebels or domestic agitators.
• All belligerents agree that the Treaty of Trois Rivieres, while preventing even further loss of life, is in need to reform to prevent loophole abuse.
• The need for reform notwithstanding, both sides agree to drop any claims of usage of biological warfare in the course of the conflict.

2) Beginning of trade between the two nations with the respect of the various protectionnist policies of each country.

Brazil would like to thank their esteemed allies France and Quebec for their help in reestablishing the papal states.

Brazil understands Colombian concerns but respetctfully disagrees with them. We are fully certain Austria and France will come to an agreement to make Italy an area of peace. It's the neapolitans who have been in the past century starting War in the peninsula. WE are certain that with their disappearance an Era of peace will begins.


If Austria and France need mediation, Brazil is more than willing to help .

For the record, Scandinavia and Brazil have been hosting the negotiations (OOC: a liberal protestant monarchy with a catholic republic such an unlikely duo).

A compromise proposal is under study and WE have strong hopes that every country will find it satisfying.


As a catholic republic, we would like to remind all the belligerent that restoring the papal states is a Key diplomatic goal.

A Treaty Under Russian Mediation

In the name of God Almighty, His Holiness Pope Alexander X, His Majesty the Holy Roman Emperor, King of Bohemia, etc, and Apostolic King of Hungary, His Majesty the King of France; His Majesty the King of Scandinavia; His Excellency the Archbishop-President of Brazil; and His Excellency the President of Russia,

WHEREAS, the Powers are in agreement on the need for preserving the European and global peace;

WISHING, in a spirit of good and mutual accord, to regulate the conditions most favourable to the preservation of the European balance of power and the continued development of brotherly relations between states;

BEING DESIROUS, on the other hand, to obviate the misunderstanding and disputes which might in future arise from the current Italian situation,

HAVE RESOLVED, on the invitation addressed to them by the Government of Russia, in agreement with the Government of the Kingdom of Scandinavia, to meet for those purposes in Conference at Vienna, have successively discussed and adopted the following disposition of claims and spheres of influence on the Italian Peninsula:

ARTICLE IV: On those areas demarcated as the legitimate French sphere of influence, three Bourbon Grand Dukes shall take up rule in the south of Italy, and the islands of Sardinia and Sicily shall be granted independence.

ARTICLE V: On those areas demarcated as the legitimate Habsburg sphere of influence, Alfonso IV Bourbon, shall take up rule as King Alfonso IV of Etruria. This kingdom shall retain ⅓ of the Neapolitan fleet. The remainder shall be removed to Trieste for scuttling. The strength of the Etrurian fleet will be limited to its size and strength as of the application of this treaty

ARTICLE VI: The King of France is affirmed in his title of Guarantor of Latin Europe except as to those Latins within the legitimate Habsburg sphere of influence.

ARTICLE VII: The below signing powers agree in principle to a non-aggression pact and to consult one another on all relevant matters related to the European balance and of their respective national interests.
