I have heard the concerns of my subjects and France will move towards a more parlimentarian system, probably bicameralism. Details of my plan will be announced later.

The Sino-Franco Economic Treaty of 1786

1. The Kingdom of France is recognized as a respected trading partner of the Qing dynasty.

2. The only port ships of French origin will be allowed to dock in is Yangjiang, on the South China Sea. If any ship of French origin attempts to dock and remove cargo at any other port, this treaty will be null and void.

3. French merchants will remove their cargo from their ships, and it will then be inspected by Chinese officials to ensure no illicit materials are being brought into China. Once approved by inspectors, the goods will be sold by Chinese merchants across the country on behalf of the French merchants.

4. Of the income from the sale of French goods, 45% will be returned to the French merchants. 25% will be given to the Chinese merchants and 30% will be taken in as a tax on the imported goods.

5. No French merchant or sailor will be allowed to travel outside of the city of Yangjiang without a special grant of movement from the Viceroy of Liangguang. Any merchant or sailor found to have traveled outside of Yangjiang without a grant of movement will be subject to immediate execution.

A Letter to the Faithful of the World
On the Future of the Church

The Catholic Church has suffered intensely as a result of the recent fighting in Italy. Rent with division even before the conflict came to its climax, the burning of Rome has destroyed so much of the Church's priceless art, culture and history.

Restoring the Church is a monumental task, yet it is the task incumbent upon those Catholic heads of state who find themselves standing amidst the rubble today. I am proud to announce that, along with the Habsburg Emperor and the Bourbon Kings of France and Spain, we have reached a general agreement to ensure the continuing unity and glory of the Catholic Church in the years to come.

The first priority shall be re-establishing a Papal state in the historic regions of Latium and Umbria, along with some portions of the Marches. Such a state will guarantee the independence of the Papacy in European affairs, free of the machinations of temporal rulers. This will, of course, include an international effort to rebuild the city of Rome.

As for the Papacy itself, re-establishing the unity of the Church following a period of rival claimants is of the utmost importance, particularly given the loss of a number of cardinals in the recent events in Rome and Avignon. A general conclave shall be held in the city of Assisi, in the Papal state, at the Papal Basilica of Saint Francis of Assisi — the highest church in the Papal state to remain relatively undamaged. We trust that the new Pope elected at this conclave shall command the support of Catholics across the world, and that God will guide the conclave in choosing the candidate best suited to the task of restoring the Church.

The King of France confirms this. After negotiations with the other catholic realms, it has been decided by mutual accord to respect the principle of  jus exclusivae so any monarchs and executive leader of the catholic realms would be able to veto the nomination of the Pope so that a consensus pope would be elected, reuniting for good the catholic church.
