Funny how "No, he's just this dumb" is leading so far; this is how I voted.
It's the closest option to what I think, but not exactly.
I don't think he is actually doing all this because he's "dumb," but because trump is mentally sick, and his narcissism and big ego just get in the way of making "adult" decisions.
