No legislation would pass by virtue of Bernie Sanders being President.
What Bernie Sanders could do is what Obama has done in his second term, use the discretionary power of the executive branch. In practice, that would be very different from Obama because executive actions are limited by the laws on the books. The only major difference would be foreign affairs and the military.
Sanders wants to do less to help the forces fighting ISIS and reduce US bombing of ISIS. He also wants to be less aggressive in fighting terrorism, on the drone and electronic surveillance front.
