How so? Everyone who's paying attention knows she's essentially already in at this point.

Yeah, she's already been looking at office space for her headquarters.  At this point, she's running.

But, to answer the question, it depends on the circumstances.  I think the only valid reason she has not to run is health.  If she had a health reason, I'd just be sad.  If she suddenly decided she didn't want to run, I would be confused and angry.
