Srsly can't we just keep it at bombing them only

Essentially, that's what this is.  It specifically does not allow ground combat operations, except rescues and special operations.

The only way I'll support our forces going over and smashing ISIS to tiny little bits is a formal declaration of war. If you're gonna do it then do it the constituitional way.

ISIS is not a government recognized by the United States.

Then we issue letters of marque and reprisal which is a constituitional method.

I don't think you know what a letter of marque is. 

That's basically a license given to someone by a government to be a privateer.  A privateer is a pirate who has the authorization of a government to commit acts of piracy against a foreign country. 

I don't know if you're aware, but ISIS doesn't exactly have much of a presence on the high seas.  But, sure, if they start sending galleons of precious booty to across the ocean, maybe we could try that.  Or, use the Navy which we spend billions and billions of dollars on.  Just a thought.

I think the problem is that crazy libertarian Ron Paul types think that a "Declaration of War" is the threshold for any military action by the United States.  That's a very tenuous notion.
