Yeah, the figures here are very negotiable (and the figure might be low, although market value may also be low for what this is geared for), but I'm reviving the parks issue to include an opportunity for poorer towns to renovate old buildings or empty lots who have largely seen well-paying blue collar and manufacturing jobs decline or evaporate. Parks may be included.

I basically put in here the stuff that I want, so I'm open to what you guys want to do so long as we do not bust the budget. If anyone wants to add criteria beyond what I have, I'm okay with that too.

Okay, see what you guys think of this. This is actually interesting, and I've been reading a bit about what is going on along these lines in RL. I aimed to incorporate a lot of that into this.
