So if I got it straight VP Pence ordered the NG in (without legal authority) and three governors sent state militia to federal territory beyond jurisdiction to enforce law.  

Thank god no R governor back Trump here, in hindsight we were a few bad calls away from waking up to an armed conflict

I guess the fundamental question is what would have happened if this had been the white house?

I think the question is: What if this had been well-organized? If that had been the case, it realistically could have been a successful coup d’état. Democracy came frighteningly close to breaking down.

This is exactly right. What if this had been an organized, violent attack? What if these people had opened fire? Exactly how much would they have been able to do?
I'm actually surprised how little fire power they had considering who these people are. Well if they were armed it would have required a serious military intervention and Congress maybe meeting elsewhere for a while. Question is, would Trump have allowed the armed forces to take a bigger role? or would it fall on democratic governors from around invading DC?

New Jersey and Delaware are sending parts of their National Guards to D.C.
Is this by their own initiative? because that would be beyond the jurisdiction of the state militia. Is it by the request of the DoD? if so who issued it? Trump or Pence?

Murphy said it's at the request of the United States National Guard Bureau, in other words, uniformed Army and Air Force leadership.
can they order this on their own? no need for the order to come up higher in the chain of command? this is the deployment of armed militia in the federal territory after all...

Who's CiNC 'actual' atm?

Who's CiNC 'actual' atm?

They are being deployed in a civil, and not military capacity, so their Commanders-in-Chief would be their state Governors. States have mutual assistance agreements with each other for things like this. Obviously DC is not a state, but there are similar provisions in place.
Who holds the authority to ask for assistance for DC? it's not the mayor, so it must be some federal organ. Who issued the request?
