The Vice President and I have concurred that this is forum affairs business, which can take the "fifth slot"

Resolution on Trade Bills

1. That no more than two trade bills should be laid before the Senate at any time when a sufficient quantity of other legislation exists to fill up the remaining slots available for debate.

2. The determination of what constitutes a trade bill shall be within the powers of the PPT, though his decision may be challenged when 2 Senators motion such, and overturned by a majority of the Senate.

Any senator may challenge our decision pursuant to Article 7, Clause 2, of the OSPR within the next 72 hours

Should 2/3 of the Senate (i.e. 3) concur then our decision is overruled

Could we at least make it so that if there are no other bills 2 more free trade bills can come on so we don't slow things down?

I think that issue is addressed in Clause 1. If there is only free trade legislation in the queue, I don't see any reason why there can't be four
