When CNN called Pennsylvania for Kerry after 63% of the precincts had reported, Kerry was leading Bush 57-43.

By the time, 100% had reported the result was Kerry 51- Bush 49. How?

The Republican strongholds had not yet reported.  Philadelphia was in very early with their numbers, inflating Kerry.

The Pennsylvania interior must be massively Republican.
