It will not happen.

If Cuomo is strong, and they do it anyway, there will be such an effort to ensure that the WFP doesn't get 50,000 votes for its Gubenatorial candidate, at which time, the party would lose its permanent spot on the ballot.

If Cuomo is weak, I guarantee that the candidates for Gov. and Lt. Gov. will be offered cross-endorsed Judicial nominations, which will allow them to run Cuomo in the end anyway.

It won't happen.
