Big thing to keep in mind is that labor force participation rate was nearly ten percentage points higher then.

Not quite. It is more like 3-4%

 

Also the baby boomers at peak labour force participation in 2000 were roughly 35-55. In 2015 they were more like 50-65, which would take a toll on participation rates regardless of the economy. Like anything else, the lowered unemployment rate is a mixed bag.
