It isn't a push poll; you'd never release the questions.  OH is line with the rest of the polling.

My guess is that FL is in the MOE as well, though probably with Obama leading.

Asking horse-race and approval questions after issue questions, as they appear to have done, is very poor practice.

I have issues with their question choice and wording as well. The fact that their questions focused entirely on Obama, specifically negative questions, is a red flag.

It doesn't meet the AAPOR or NCPP definition of a push poll, but it is definitely poorly designed.
