Basically a libertarian leaning conservative.  I disagree with him on most things, but he opposses the PATRIOT ACT and he seems like a nice, if kind slow, guy, so he gets a 3.

The name alone deserves a 10. That must have been a hard childhood...

Butch is just a nickname, he goes by C.L. "Butch" Otter, which stands for Clement Leroy.  So I can see why he prefers Butch.
