How does this differ from the previous budget?

Previous methodology took state revenue and state spending and included that on the souths regional balance sheet, which makes no sense and overstated our surplus as we were pocketing state surpluses.  We basically collected state revenues then immediately dispursed the revenue back to the states but kept the surplus. This new budget just factors in regional taxes and regional spending.

What is the avocado tax? And what do we have against those people?

The surcharge tax on avocados was passed in the Promoting Holy Home Gardens Act to fund the tax credits for noncommercial gardens and seed banks created by the act. It is the same type of revenue as the luxury food surcharge tax we imposed to help fund your grocery rebate just only on avocados. We chose avocados since like 90% are not grown in the south.

I'm not entirely sure what "those people" is supposed to imply...

Floridians. 100% of domestic avocados are grown in California, Hawaii, and Florida.

Its cool. With the elections last week we wanted everyone to have two whole weeks to review the budget since it had 3 appendices.
