Section 2 streamlines certain pipeline approvals without sacrificing environmental protection since EPA does the study.

Section 3a eliminates a loophole that big oil uses to avoid paying us royalties

3b - c are new user fees

3d makes it easier to auction off BLM leases

3e sunsets an obsolete program

3f  - k consolidates some redundant agencies and eliminates clean coal and oil research

4a expedites certain nuclear reactor licensing

4b makes it easier for renewable energy firms to protect their assets

4c eliminates a restriction on fuel imports

4d requests a study on fighting predatory oil speculators

4e harmonizes with something we did in the South

4f gives PHMSA more regulatory powers

It basically offers more definite time tables for energy permits, eliminates a program that exempts oil drilling from paying royalties to the federal govt, increases inspection user fees to increase safety inspection and permitting revenue to carry out their jobs, eliminates a few regs on clean non-fossil energy, gives pipeline inspectors more safety powers, and asks for a study on predatory oil speculators.

How come there is no way for government departments to have some discretion in the length of their deliberations due to differing circumstances?

They can get an injunction to extend the time upon the showing of cause either by an aggrieved party or the agency itself.
