3 parts:

We allow southrons to cut and remove fallen timber. Thos provides free heating to those who come claim and remove the wood, but only applies to already dead trees. We include legal restrictions to protect the public.

We clarify that rainwater can be captured which is occasionally blocked in States out west.

We allow for cash bounties against 3 nuisance type animals.

The protections in 1A are most of what I recently IRL had to place on an easement across my City's land that permitted a guy to move work trucks across to cut timber on his adjacent land, so the interest of the government should be protected as well. Basically they cant sue us but we can sue them and there are limits on noisy vehicles and power tools at night.
