I agree that the penny is basically worthless and should be phased out, but I see no reason why we should invalidate the legal tender status of existing money held by citizens. Really old rare money is technically still legal tender (just at face value). Since the penny is still money backed up by the full faith and credit of the Atlasian government, it seems unfair to effectively take money from people. Plus the melting costs would fall on the Atlasian government in this scenario. In the More Dumb Regulations Repeal Act, we recently allowed private persons to melt pennies. Gradually pennies would fade on their own as metal traders and coin star scooped them up and we wouldnt be paying to steal from people.
