Why can't NATO just make an agreement to defend Montenegro as a non-member state?

When the chips are down, you'll come to appreciate the 15 montenegrins who stand and fight with us. Although usually the little countries just send auxillary troops, so  just wait until the 15 montenegrins operate our radio equipment for us while we fight.

You have a better chance of getting Kosovo to join. As long as Bosnia is 40% Serb, they will never join NATO without threatening the stability of the country

Kosovo is not a sovereign state.

America foreign policy is that Kosovo is a sovereign state, and if america is first, then america is right.

Not that it matters since our largest military base in Europe, Camp Bondsteel, is already in Kosovo.
