GENERAL:
• A ten-year non-aggression pact between the Francophone signatories and the British Union. Complete cessation of all hostilities upon the agreement of all parties.
• Demilitarization of the borders in North America between all signatories to deter further conflict.
• An end to trade barriers in the Mississippi River preventing British commerce and navigation.
• An end to the Atlantic blockade on the Francophone party.

• The inclusion of the British Union in a special version of the North American Treaty, excluding Article 3 and the defensive alliance requirement between the Allies and the British Union.
• The British Union, Louisiana, Québec and New England subscribe to a non-discrimination provision, binding them to provide equal treatment under the law to white Anglophones and white Francophones of equal stature and behavior.

TERRITORIAL:
• The British Union shall cede:
•   New Cornwall and the upper half of the Illinois territory to Quebec.
•   The bulk of New York territory east of the Hudson to New England (excluding counties Westchester, Nassau and Suffolk) and half of the New York territory west of the Hudson.
•   Belize, Barbados, and Guadaloupe to Mexico.
•   Jamaica, Bermuda, half of occupied Tennessee, and a part of Kentucky (all territory west of Lake Barkley) to Louisiana.
• Louisiana shall cede North Carolina to the British Union.
• Apart from the cessations aforementioned, the pre-hostilities border shall be retained. Each party shall withdraw military presence from areas no longer in their occupation.

Through the history of the Kingdom of Québec, we have been blessed with the example of dutiful, brilliant and patriotic monarchs, who have fought long and hard for the best interests of the people and the nation, and helped it fulfill its glorious, manifest destiny.

The first of them was Henry, our great grandfather. At a time in which our fledging new nation needed recognition, he dared to sail across the Atlantic with help for Québec, and worked hard alongside Vaudreuil to consolidate the independent, sovereign Québec.

The second was Louis Henry, our grandfather. When Québec was ready to take in place in North America, he helped lead our nation across the west, taking our borders into the Pacific, creating the ancestral alliance with Louisiana, and successfully fending off the British and Spanish empires.

The third, the man to whom we recently said farewell, was Henry II, our father. Raised in a tradition of duty, he saw it as his obligation to help Québec secure its place in the world. This he did. He presided over the growing industrialization of the nation, acquired vast new territories and, for the better part of four years, he led us into war and showed that this young nation can fight as hard as any of the grand old nations of Europe.

It will be inevitable that some will want to discuss his infamous assassins, that deranged, unstable man who committed a heinous crime that can only be characterized as parricide. We shall not deign speak his name. What assassins crave the most is recognition, and we, like the Romans, should consign his memory to oblivion and non-existence, like the worst of the Roman criminals, so that this man may not rewarded his desperate search for attention. Let such a fate befall all assassins, so they may not extract the slightest satisfaction from their infamous acts.

Let us instead remember Henry, our late King, the sacred martyr who, like Moses, led his people to the land of prosperity, but was taken from those who loved him before he could enter it. Let us cherish his memory and sacrifice, and never forget his life and that of the brave Quebécois soldiers who gave they very lives for the people and the nation.

Citoyens, Peace is now at hand. The war is over at last. Québec has proved itself a fearsome naval and land power, capable of stomaching a long blockade with unflinching resolve, of innovating in the field of battle, and of pursuing a common goal in unity. The peace settlement, arduously negotiated between the Allies and the British Union with the helpful assistance of the Russian Republic, guarantees peace in the North American continent and extends our borders, while at the same time ensuring our way of life is preserved and not compromised by the sudden influx of millions of new subjects and citizens with a different language and religion.

Now it is time to make full use of this newfound peace. The best way to honor our late King, our troops, and our own collective sacrifices over the span of the last five years is to return to our fields, our shops, our businesses and our families, to work hard, and to enjoy the fruits of prosperity and tranquility. Let us walk, confidently and in unison, towards the future that awaits us.

Let us cross into the Promised Land, and let us build a New and Symbolic Jerusalem, together.

Concerning the end of the War

His Majesty is pleased to confirm that after extensive negotiations, a final peace settlement has been reached between the Allies and the British Union. The settlement, which enables a dignified peace, takes steps to prevent further conflict, and ensures reasonable Quebécois expansion in the West without raising a major demographic dilemma, is welcome news. Though no outcome of a war is ever perfect, these five years of war end come to a successful end that ought to enable our nation to rapidly move forward into prosperity, and not be submerged for many more years still dealing with post-war difficulties of all kinds. His Majesty is therefore pleased to announce the following:

Québécois Orde du Mérite:
-The Orde du Mérite is hereby granted to His Excellency Aleksey Suvorin, President of All the Russians, for his assistance mediating an end to the American War.

Cartier Plan:
-With the end of hostilities, the Cartier Plan will be phased down at the earliest possible eventuality. This involves the following:

-The Québec War Board is hereby dissolved. It will be replaced with the civilian ministries of War and Navy, as well as the professional General Staff and Admiralty.

-With the end of the blockade, rationing restrictions on imported goods will be eliminated as soon as availability of stocks allows.

-Quebécois industry will start working to shift itself from the war effort back into civilian production with the assistance of the state. Industries that chose to maintain the production of war goods, including supplies, weapons and ammunition, will be granted export licenses at the discretion of the Foreign Ministry.

-Measures granting citizenship upon military service will be maintained.

QUEBEC CONSTITUTION OF 1876

PREAMBLE: It was one of the late King Henry’s concerns that his beloved country lacked a written, organized Constitution, relying instead on a long list of decrees written in the span of nine decades. His Majesty, King Philip I, has taken up a cause entrusted to him by the martyr King on his deathbed, and, encouraged by the example set by countries like the Kingdom of Naples and the Kingdom of Mexico, he has decided to give Québec a constitution. After consultations with Prime Minister Cartier, the Government, and the main political parties represented in parliament, and upon combining an initial constitutional draft with useful suggestions by said parties, His Majesty is pleased to present the Constitution of 1876 to the nation.

In the span of only five to six years, our nation has grown immensely, with the acquisition of Lapérouse, Nouvelle-Écosse, Hawaii and Puerto Rico, and now the conquest of Nouvelle-Cornouailles and Illinois. It is our belief that the present framework of the nation is insufficient, and thus we declare, contained within this Constitution, the formal establishment of the Empire of Québec. His Majesty is hereby to be known as His Imperial Majesty, Philip I, Emperor and Defender of Québec. It is our hope that this Constitution, which enshrines a constitutional Empire based on the principles of good government, the reward of merit, and the basic liberties of the people, will help guide the nation into prosperity.

PRELUDE

-The Empire of Québec is the indissoluble political association of all the Quebecois people. It declares itself a free, sovereign, unitary and independent nation. Its political capital is the city of Montréal.
-The Empire of Québec is a constitutional and representative hereditary monarchy. The ruling dynasty is that of Philip von Hohenzollern, hereby Philip I, Emperor and Defender of Québec.
-The Apostolic Roman Catholic religion is the official state religion of the empire. All other religions are allowed to conduct domestic and private worship. Public worship of the Protestant faiths shall be allowed in the provinces of Nouvelle-Écosse, Nouvelle-Cornouailles and Illinois.

TERRITORIAL ORGANIZATION

-The territory of the Empire shall be organized and divided between provinces with elected political representation, based upon their amount of population; and territories governed by the Crown, until such a time in which their population allows for self-government regulated by this Constitution.

-The current provinces of the Empire are the following: Terre Neuve, Acadie, Nouvelle-Écosse, Porto Rico/Puerto Rico, Cartier, Grands Lacs, Nouvelle-Cornouailles/New Cornwall, Illinois, Champlain, Montcalm, Vaudreuil and Hawaii.

-The current territories of the Empire are the following: Terre du Henri I, Territoires du Nord-Est; Territoires du Nord-Ouest, and Lapérouse.

CITIZENSHIP:

-The citizens of Québec will have their rights guaranteed, enshrined and protected in a Bill of Rights.
-Slavery is banned within the Empire of Québec, in any place or territory temporarily or permanently subject to its jurisdiction. Racial discrimination is equally forbidden.
-Catholic Republicans, and individuals advocating for the secession of any province of territory from the Empire shall be banned from standing for, or from holding any political or public office.
-Non-hereditary titles of nobility shall exist, disposed at the sole discretion of the Emperor. The Emperor may grant such titles to reward meritorious individuals deserving of public recognition. Such titles will not, under any circumstance, mean different treatment under the law. Nobles, furthermore, are barred from holding seats in the National Assembly unless they forfeit their title.
-Foreigners who become naturalized, either due to military service or the appropriate qualifications set by law, shall be granted citizenship.

GOVERNMENT:

-The representatives of the Québécois Nation shall be the Emperor and the National Assembly.
-The Empire of Québec recognizes four political powers in its Constitution: Crown, Executive, Legislative, and Judicial.

THE LEGISLATURE:

-The legislative power will be held by two Chambers: the National Assembly and the Senate.
-The National Assembly shall be comprised of 300 members, apportioned by population, elected in single districts with the first past the post system.
-The National Assembly will serve a maximum term of five years. The Crown shall have to sole power to call new elections before the term is completed if necessary.
-The Senate will be chosen by appointment of the Crown, and it will not exceed 100 members.
-The National Assembly shall be the principal chamber of the legislature, and will elect an Imperial Prime Minister to serve as the Executive Power, leading a Government with the confidence of the Crown and a legislative majority. Prime Ministers may only be dismissed by the Emperor or upon a vote of no confidence in the National Assembly.
-All legislation shall originate in the National Assembly, and be then reviewed and amended by the Senate. The Crown retains the right to withhold Royal Assent for any passed legislation, which can only be overridden by a 2/3rds majority of the National Assembly.
-Judicial appointments must be approved by the National Assembly.

THE CABINET:

-The Cabinet shall be appointed by the Prime Minister with the approval of the National Assembly for all appointments. It shall be comprised of the following Departments:

-Ministry of the Interior
-Ministry of Foreign Affairs
-Ministry of Finance
-Ministry of Justice
-Ministry of Industry
-Ministry of War
-Ministry of Navy
-Ministry of Education and Culture
-Ministry of Crown Territories
-Ministry of Agriculture
-Ministry of Public Works
-Postmaster General

THE CROWN:

-The Emperor will retain full control over foreign policy, and serve as Commander in Chief of the military.
-The Emperor will have the sole power of appointing Senators to office.
-No legislation approved by the National Assembly and the Senate will become law without Royal Assent.

THE IMPERIAL FAMILY:

-The person of the Emperor is inviolable and sacred, and is not subject to any responsibility whatsoever. His formal titles are Emperor and Defender of Québec, and he is to be addressed as “Imperial Majesty”. His heir is to be known as the Prince Impérial, and to be addressed as “Imperial Highness”.
-The legitimate offspring of the Emperor shall succeed to the throne following the regular order of primogeniture and representation. Should an Empress hold the throne, her spouse will have no part in the Government, and will not be styled as Emperor.
-No foreigner can succeed to the Crown of the Empire of Québec. The Emperor must always – and with no exception – be of the Apostolic Roman Catholic faith.
-Should the Emperor be younger than 18 years of age, or otherwise unable to discharge his duties, the Empire shall be governed by a Regent, designated as the nearest relative of the Emperor who is more than twenty-one years of age.

On the new territories

With the recent signing of the Treaty of Albany and the formal annexation of new territories within the Empire, it is the will of His Imperial Majesty that the following measures be enacted or pursued to facilitate the transition:

-As established in the Constitution, Nouvelle-Cornouailles (also known as New Cornwall) Illinois are to be considered provinces of the Empire. Although the state religion of the Empire is the Apostolic Roman Catholic faith, the Constitution will guarantee public worship of the Protestant faiths. There shall be, as established by the Constitution and the Treaty of Albany, equality before the law. Though firm in our faith and our convictions, our Protestant subjects and citizens will not face any discrimination whatsoever.

-In order to establish firm settlement and development of Illinois, His Imperial Majesty orders the establishment and construction of two major new cities: St. Martin, at what is now the Quebécois point of entry into the Mississippi River (on the opposite site of OTL St. Louis); and Henriville, near the shore of Lake Michigan (in OTL Chicago). Both shall serve as points of trade and internal navigation.

-As the Quebécois Army complies with the Treaty of Albany and withdraws from all occupied areas, residents who supported the provisional Quebécois administration and/or war effort who wish to reside within the Empire will be allowed and supported to migrate into Illinois. There shall be generous land grants and/or jobs in the newly established cities to immediately support them.

-With the onset of peace, and with the already mentioned territories now part of the Empire of Québec, we warn militias, particularly those operating out of Green Bay, that any further resistance is both futile and counterproductive. There shall be a period of grace allowing militiamen to return to their homes, and/or to migrate into British territory if they so desire. If, by the completion of this period, there are still militia units disturbing the peace, appropriate action shall be taken.

   b. To twelve base percentage points, barley, millet, and sorghum.
   c. To thirteen base percentage points, soybeans and oilseed.
   d. To fifteen base percentage points, raw and unprocessed cotton.
   e. To eighteen base percentage points, processed textiles of cotton and silk.
   f.  To four base percentage points, teas.
   g. To eight base percentage points, porcelains and ceramics.
   h. To ten base percentage points, steel.

IV. The free Peoples of Chinese and the Quebecois shall establish permanent embassies and consulates in the corresponding country.

His Imperial Majesty is pleased to accept the gracious invitation from New Orleans, and confirms the participation of Québec in the 1876 North American Cup tournament. Funds will be destined to the formation and extensive training of a Québec National footbal team, recruited from across the provinces and territories of the Empire.

Northern Territories Treaty of 1876

The Empire of Quebec and the United Kingdom of Louisiana, in further recognition of their shared ancestral history, contemporary friendship, and general concern for the welfare of North America, agree to the following:

1. A special area of international cooperation (SAIC) shall exist in the Louisianan Northern Territories ((IRL Iowa, Montana, Nebraska, South Dakota, and Wyoming)) and the Quebecois provinces of Vaudreuil, Montcalm, and Illinois.

2. Within the SAIC, both parties agree to promote cross-border trade and commerce, especially in the fields of logging and timber, farming and agriculture, and mining and petroleum production. 3. A special Committee on Electrification shall exist within the SAIC to coordinate cross-border hydroelectric generation and transmission, including, but not limited to, the construction of dams, the construction of power generators, and the construction of transmission systems to communities within the SAIC. The Committee on Electrification shall be composed of four members, two appointed by the sovereign of each signatory, and financed through a permitting fee for petroleum rigs in the SAIC.

A Accord between the Russian Republic and the Empire of Québec

1.-) Both signatories, reiterating the ongoing validity of the Treaty of 1875 and their consideration of each other as primary strategic, economic and diplomatic partners for their respective continents, agree to the following:

2.-) The establishment of the Russo-Québécois Pacific Company, a joint shipping company under the equal control of both nations – with a co-director each appointed by the Russian President and Québécois Emperor – to promote, subsidize, and expand the flow of Russo-Québécois trade across the Pacific. The Company will also establish a permanent trade and shipping route crossing from Roquefort through the Aleutians / Hawaii into Far East Russian ports, and vice-versa.

3.) To guarantee a property of the Empire of Québec in the International Settlement of Konstantingrad.

4.) A scientific exchange program, including select Québécois innovations.

5.) An additional tariff reduction of 5% on processed Québécois goods on Russian Far Eastern ports.

On the European Continent

The Empire of Québec celebrates the recent diplomatic arrangements putting an end to a number of ongoing military conflicts within the European continent, and is pleased to end immediate diplomatic recognition to a number of new states formed as a result of said arrangements.

The Kingdom of Trebizond, the Principality of Albania, the Kingdom of Illyria, the Republic of Georgia, and the Kingdom of Egypt, are all extended immediate diplomatic recognition, and diplomatic envoys will be sent from Montréal in the hopes of establishing a formal and positive relationship. With the end of the blockade, envoys will be sent to the other Balkan realms who have recently gained independence, including the Kingdoms of Serbia, Romania, Greece and Bulgaria.

His Imperial Majesty, though a strictly neutral party to the still ongoing conflicts in Europe, celebrates the potential end of the French civil war and extends formal recognition to Her Majesty Queen Charlotte and her Regency as the sole formal representative of the Kingdom of France. His Majesty also wishes to express his gratitute towards His Majesty Charles VIII, King of Naples, for his friendship and sympathy demonstrated during the darkest moments of the American War. Despite his steadfast neutrality, it is the hope of His Imperial Majesty that a diplomatic solution may also be found to this conflict, and that the aspirations of millions of Italians of having a single nation of their own may not go unheeded.

On Diplomatic matters

His Imperial Majesty formally extends its gratitude to the Kingdom of Naples for swift diplomatic recognition of the new constitutional status of the Québécois Nation, and reiterates as well its previous and unconditional recognition of Queen Regent Charlotte as the legitimate political and diplomatic representative of the Kingdom of France.

On the matter of Immigration

It is the belief of His Imperial Majesty and that of the government that, with an end to the blockade and armed conflict, it is in the best interests of the Empire to take action to ensure the issue of immigration is addressed promptly and efficiently. Our efforts during our first century of independence have yielded enormous territorial expansion with them, as well as the resources to sustain a population far, far higher that what we currently have. It is ultimately clear that, in order to unlock and unleash the full potential hidden within the Empire, its vast natural resources must be utilized to its fullest, and its fields and farms properly tended to.

Thus, it is our pleasure to confirm the recent passage of the Immigration Act of 1876, which, among other provisions, creates a Québec Immigration Office, mandates the creation of clear and well-guarded records of arriving migrants, the construction of a special port of arrival in Québec City for their proper screening, a hierarchy of immigrant groups according to their potential for rapid assimilation within Québécois society (particularly targeting francophone individuals or families), and a scheme for granting farmable land according to previous legislation, as well as the rapid redeployment of arriving immigrants into the provinces so as to prevent urban overcrowding.

The Frontier Plan - An offer of Asylum and Settlement

Although the position of the Empire of Québec regarding past and ongoing military conflicts within the European continent is one of steadfast neutrality, His Imperial Majesty nonetheless shares the humanitarian concern expressed by other monarchs surrounding the present situation of certain nations or ethnic groups. In particular, the fate of millions of Dutch and Prussian refugees currently facing famine or seeking a new home amidst grim economic conditions, even in nations less damaged by warfare.

Therefore, and taking advantage of the Immigration Act 1876, the Empire of Québec is prepared to offer humanitarian asylum to families displaced by warfare or famine within Western and Central Europe, as well as to provide for their settlement, facilitate their integration into Québécois society, and offer them a chance to start anew free from their present state. As this unprecedented effort will be geared towards the population, settlement and development of the Québécois frontier, it shall be known as the Frontier Plan, calling for the following:

-Conditional and large scale-asylum to Dutch and Prussian families who desire a new life or are in need of a new home, and are willing to abandon Europe to start anew in the New World. The same offer is also extended to civilians in areas ravaged by warfare or famine in Western Europe, provided their emigration to the Empire does not in any way trespass on domestic legislation or controls already imposed by any sovereign nation.

-Individuals with a previous criminal record, Catholic Republicans, and known political agitators will be excluded from the effort.

-Asylum offices and committees will be set up with the assistance of Québécois diplomatic personnel, former migrants within Québec who can help coordinate the emigration of their kin, and/or private citizens entirely uninvolved with any military effort within the European continent.

-Private and non-military vessels will be hired or commissioned to facilitate the transport of refugees across the Atlantic and into the entry port to Québec City, provided such transport does not hinder or intervene in the war effort of sovereign nations.

-Following successful screening by the Immigration Office, migrants will provided with plots of land as per the Québec Lands Act, as well as sufficient financial assistance to start their own farms and build their own homes. French-speaking migrants will be provided higher benefits.

-Transport will be provided via railway to the provinces, and the Pacific Gendarmerie shall see to the proper establishment and maintenance of order in new settlements.

-The Imperial government will commit to ensuring the availability of schools and/or other necessary educational efforts for migrants, to promote rapid integration through the teaching of the French language, as well as Québécois history and cultural tradition.
