I suppose I still need to ask why it is that the Midwest and the Pacific have to be sacrificed while all the other regions (with dilemmas of their own) get to live with no changes at all. Combining two inactive regions is no guarantee of an active one, we can look at the high population of the Mideast and the relative lack of candidates to realize that.
