Both the amendment and the Act as a whole have my full support. I don't know about the rest, but I am absolutely not willing to sacrifice a species for the sake of diplomacy, not even if the country is Japan. Even if we had diplomacy as a concern, speaking in harsh realpolitik terms Prime Minister Abe doesn't have many options left anyway in regards to allies after alienating South Korea and confronting China over the South China Sea.

Is there anyone opposed to reducing this to a mere directive to negotiate the matter?

We could give the administration the option of using these sanctions as incentives if they deem it necessary to aid the negotiations.

I'm not sure, I would prefer to see the sanctions in place from the start to apply some pressure. Without sanctions we're just telling the Japanese (and other nations) to behave and play nice without actually making a push to accomplish that.

As I stated before, I prefer to have sanctions, but that version looks good to me if we are getting rid of their immediate existence.
