Yes, I think Romney would at least try to put down the framework for a '16 bid in that case. Keep in mind he would start with a completely crazy name-recognition advantage and there would be a feeling he 'deserves' it after '12 was 'stolen'. Whether it would happen or not depends on what else takes place over four years of Obama-rule-sans-mandate.
I doubt the GOP would want to give it to him though.
