Simple: Protectionism and anti-trade sentiment.  Same as the rest of the Rust Belt, and same as the working class British voters who supported Brexit.

They just cant get enough of that Lead water I guess
That stuff started with a Democrat mayor and city council, and another Democrat-run city that held them hostage until they paid an exorbitant fee to reconnect with their water.  Try again.
