Hoover actually helped implement many of the programs that FDR expanded on with the New Deal. Hoover wasn't responsible for the Great Depression.  If anything, the people were responsible for riding the wave of economic growth to unsustainable levels.  You know what they say, be careful about riding the tiger, because you just might end up inside.
