I do not think this was referring to skin color at all. It appears that she has some acne scars.

Santander is Asian, after all.

I just looked at a few of her photos, she does have some noticeable scarring on her cheeks. You would think a member of congress could easily afford a few grand to pay for laser acne scar treatment.
