Best: Hill (his work on hospital funding and healthcare is superb, and he broke with his southern colleagues a lot of times to do the right thing). Heflin is second for mistaking his wife's panties for a handkerchief alone!

Worst: Allen (Jesse Helms with the wrong party label), at least Sessions is largely useless. Allen was actively and smartly destructive.
