Aye, I guess, as long as we're sure that the convention can just blatantly ignore clause 4.

In any event, Clause 4 states that the Convention shall discuss the system of government. It does not state that the Convention shall discuss only the system of government.

I suppose this is one way of spinning it.

In all honestly, I really would not have cared if we had to bend the rules slightly just to resolve a headache.  There are times when we have such excessive legalism and attention to technicalities that I feel we've forgotten what keeps most people here.
