The Do Not Call list is actually a good thing for telemarketers.  Anyone who would put themselves on the Do Not Call list is likely to be like me, who hangs up the moment he gets an inkling that the caller is a telemarketer.  The people left over for the telemarketers are those who might actually be interested in buying something from telemarketers.  Hence, those who wish not to be bothered can stop being bothered and telemarketers can stop wasting their time with these people.

I strongly support the Do Not Call list.

(Actually, I disconnect my line at night nowadays.)

This is a better solution than the complicated and oppressive Do Not Call List.

What's oppressive about the Do Not Call List?  Its only feature is essentially enabling citizens to disallow telemarketers from coming into their home.

Is there a precedent-established line between harassment and advertisement?  Obviously, we can't scream harassment everytime we see an advert.

I don't know of one, but it seems to me that a good line would be as follows:

Outside in public space: okay.
Inside your home: not okay unless you explicitly allow it.
