Has anyone mentioned that if 20,000 people from  Maine would move from one congressional district to the other Bush could have gotten one electoral vote?

Yes, and if 65,000 people from Ohio would have moved to Indiana, Kerry would be president-elect today.

And if 295,069,177 people moved to Canada, America wouldn't be a country anymore.

Actually, it would become an NDP lock.

Actually, you're probably right, looking things over.  That is, of course, assuming that they all registered to vote and came out to do so.
