I'm deeply wary of removing all sugar tariffs. The research I could find on the subject suggests that Atlasian production would be hit, especially in cane sugar (-8%), while employment in sugar production (-2.8%) and sugar processing (-1.6%) would slide. I'm not sure that that's worth it for what's at most a 1% decline in the cost of refined sugar.

     The key factor here is getting manufacturers to shift over from HFCS to sugar. The public health benefits of achieving that would be substantial.

Could you link to something on the public health benefits? Most of what I've read suggests they're essentially the same health-wise.
