It's not quite the year that the state reached it's max population (otherwise all the states would be purple) but in concrete terms, it is basically this.

Date when the state reached its highest percentage of the national population.

Grey represents which US states are, in fact, US states? Huh

No, then Kentucky, Massachusetts, Pennsylvania and Virginia would be colored.
