Perhaps the best solution is to use federal money to construct high-priority lines between regions (ones that come to mind include Nyman-Richmond-Raleigh (IDS-ME) and Dallas-OK City-Wichita (IDS-MW), though there's certainly more) while regional governments focus on intra-regional HSR and lines to less-populated areas.
