McCain probably would have been the front-runner, but he may not have chosen to run. A lot would have to do with how Gore was doing. If he was popular, the Republicans might have had a tough time finding someone good who was willing to run. If he was in trouble, there would have been more candidates. But I think that McCain would have serious problems winning the nomination, as he is not conservative enough for many Republicans.
