Section II right now calls for funding of $20,000 per year for 5 years. I seek to spread this out over 20 years at $10,000 a year. Yes, this will cost taxpayers, but my feelings on this are strong. Men and women in the National Guard are what we call "Citizen-Soldiers." They are brought up for combat only under the most urgent conditions, leaving behind there families and there jobs at hardly any notice. The lose of a loved one can not be put into money. However, if we try, $100,000 dollars just isn't effort, neither is $200,000, but that number seems appropriate. Therefore, I urge the taxpayers to accept this measure, to give a few extra cents each year for the men and women who fight for region and country.

Well, since we havent been to any wars, I dont see a problem with funding.
