Odds are on Mulcair at this point. Next best shot would be Bob Rae, perhaps. The next NDP leader after Mulcair is probably not someone well known at this point.

They're not that rare. Quebec "conservatives" tend to be more libertarian though. I don't think there's very many social conservatives in the province anymore.
