Whoops, forgot one thing:

Amendment: All earnings from online gambling will also be taxed pursuant to other gambling laws.  The aforementioned 5% to charity will be from the remaining winnings after all prior deductions.

Anyway, this act is to allow the underground gambling community to be regulated by the government, and to allow people to win money while ensuring that the regional government gets a cut.  I urge that in the name of personal liberty and fiscal responsibility, the legislature pass this bill.

Is online gambling already legal?  I don't think it is under the previous series of acts the governor signed.  The "tax" on winnings to charity is really more of ensuring that some of the money ends up in the right hands, rather than going to the government.  I was going to use that as a way to encourage the reduction of taxes on winnings, equivalent to 5% of winnings.

Well, now you've awakened Leftist Hulk, who sleeps within me and comes out whenever I hear a Whig talking point.

How do you know that a) these charities won't  sh**t up and b) the government will? What if that charity is a branch of the KKK or Nazis?

Then that's the choice of the individual.  Would I ever condone these charities?  Not unless they were handing out MRIs to uninsured kindergarteners or something, and they werent acting on their views.  But I like to see where my tax money goes, and I'm pretty sure the people of the NE agree.  I also believe that the people of the Northeast agree that the government NEVER does a better job at humanitarian efforts than private charities.  So I know that the charities sh**ting up is certainly a risk, as is the government sh***ing up.  But I trust the people to choose wisely.  And this way the money goes directly to the organizations that need them most, rather than government priorities.  And finally, I'm pretty sure every "
far-right group in America is for-profit Wink.  So yeah the charities cannot be for-profit entities, and the winnings must go to a non-profit.  Anyway....

I'm submitting an amendment to make the charitable winnings apply to all forms of gambling, and another to reduce the tax on winnings by 5%.
