Urban Regeneration Bill (draft 1. Still pretty loose)

1. Indicators of Distress:

a) Negative population growth from 1970 until the most recent census
b) A poverty rate above the National average
c) An unemployment rate above the National average for at least three of the previous five years

2. Cities meeting the above criteria, are eligable for federal grants and localised tax breaks, the level of which to be determined by [?*]

3. Extra incentives to be given to industries to re-locate back to cities to which they have a historic tie

*Hopefully we can get a new cabinet post dealing with this sort of stuff fiddled into the constitution

It's pretty loose right now... (been sitting in a disk for about two weeks). I'll fiddle with it more later.
Comments welcome (remember it's just a first step)

Center Numbers are the amount of Federal Grants.  I have no idea what a high or low number is so I guessed.  Tell me if it is too high or low.
