Loving, TX.  It's one of those "flat, barren rectangles" with the added handicap of being a) in Texas, and b) so small as to make a mockery of the idea of the "county" as a sensible level of government.

Dishonorable mention to any of a number of exurban fundie hotbeds in the South; Montgomery TX comes to mind in particular but there are many options here.
