He will have a campaign-in-waiting that will serve as the GOP's "break glass in case of emergency" option.

If no acceptable candidate emerges after IA/NH/SC and the field is still fragmented between a bunch of candidates (particularly if those three states are all won by different candidates), Romney will have lawyers on hand to get him on the ballot for later contests and will start sending emissaries to other candidates politely asking them to step aside for the good of the party.
