At least Byrd apologized for his past views. Jesse Helms? Not so much.
So basically, all you're telling us is that an apology makes everything ok after individually filibustering the Civil Rights bill for 14 hours straight.
Considering his filibuster didn't work and the bill passed anyway, I'd say that during the course of his career, Robert Byrd's legislation and voting record did far less harm to black people than that of Jesse Helms - whose hatred of black people was not merely directed at African-Americans, but extended to black people in South Africa and throughout the developing world.
