I order the seizure of all public AND private Russian assets in the USA

If the Russian citizens affected are upset about this course of action- they need only blame their Tsar and his government

The USA is concerned with Russia's inability to offer a peace which satisfies its enemies- it is at fault for the continuation of this war

We hereby declare that our relations with the Tsar's government are frozen....we bill no ill will towards the Russian people

Perhaps this extended conflict will teach the Tsar or his successor the dangers of aggression...look at the consequences for his country for his decision to attack the Japanese- knowing they had signed alliances with other nations including the United States of America- which always defends her allies!
