Racial discrimination isn't really an issue so much as a large group of issues – drug law reform, criminal justice reform, education reform, and healthcare reform really would all lessen its impact.
I think this is the correct take here, that racial discrimination is such a complex and pervasive issue that it doesn't really make sense to tackle it separately. If you tackle all these other important issues, you will ultimately wind up tackling the institutional components of racial discrimination pretty significantly.
