Reality is that the Israeli Government essentially completely controls access to the West Bank, and under the Right-Wing Government Coalitions of Israel in recent years have weaponized access controls, to the point where foreign labor within the Israeli agricultural sector is increasingly Asian Labor, rather than Palestinian Labor.

That being said, as part of her visit to the region she was scheduled to meet with Arab-Israeli members of the Knesset along with Jewish-Israeli members of the Knesset.
